If you are selling artwork online or offline with the goal of earning a profit - then you are in business. If on the other hand you sale artwork simply for fun and never earn a profit - then your activity would most likely be viewed as a hobby. (You can earn money from a hobby but if you earn more than your costs - this is considered taxable business income) The rules are a little tricky - but I would say if you are wanting to start a business - and based upon your plan you feel it will be profitable - you are in business - Congrats.
